School Board Minutes 01/19/2012
January 19, 2012

                                
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were, Nicole Plourde, Karin Dorval, Nathan Morin, Louise Valliere, Kenneth Proulx, Corinne Cascadden, Bryan Lamirande, Dan Record, Bev Dupont, Amy Huter, Gary Bisson, Tim Forestall, Georgia Caron, Jane Provencher, Roland Pinette, Cheryl Pinette, Tami Hartley, Jim Michalik, Rosemary Rancourt, Heather Coulombe, Greg Coulombe, Richard Coulombe, Louise Coulombe, Hunter Coulombe, Lisa Cairns, Richard Girard, students, and members of the press.

ELECTION                On a motion by Nathan Morin, seconded by Karin Dorval, the Board voted to nominate Nicole Plourde as Chairperson. The motion passed unanimously. On a motion by Nicole Plourde, seconded by Karin Dorval, the Board voted to nominate Nathan Morin as Vice-Chairperson. The motion passed unanimously. On a motion by Nicole Plourde, seconded by Louise Valliere, the Board voted to nominate Karin Dorval as Board Secretary. The motion passed unanimously.

MINUTES         On a motion by Nathan Morin, seconded by Karin Dorval, the Board voted to approve the minutes of  
                        the January 5, 2012, public and nonpublic sessions. The motion passed unanimously.      

WARRANTS                On a motion by Nathan Morin, seconded by Kenneth Proulx, the Board voted to approve the warrants dated, January 16, and January 23, 2012 for the amounts of $16,236.69 and $248,472.39.  On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The Board reviewed and approved the financial report.

COMMENTS                Bruce Pike spoke concerning a disciplinary issue.

2nd  RDG I POLICIES     On a motion by Kenneth Proulx, seconded by Nathan Morin, the Board voted to approve the second reading of I Policies, IA – Instructional Goals, IC – School Year, ICA – School Calendar, IF – Instructional Approach, IFA – Instructional Needs of Students, IGAA – Citizenship Education, IGD – Curriculum Adoption, IHAK – Character and Citizenship Education, IHBCA – Programs for Pregnant  Students, IMC – Controversial Speakers and Programs, IMDA – Patriotic Exercises, INA – Teaching Methods, INB – Flag Displays, INB-R – Flag Displays, IND – School Observances as amended. The motion passed unanimously. On a motion by Kenneth Proulx, seconded by Karin Dorval, the Board voted to table Policy IHBGA – Homebound Instruction. The motion passed unanimously.

AFTER SCHOOL            Jim Michalik and Tami Hartley gave a presentation on the After School Program presenting the program‘s progress statistics and encouraged the Board to continue their financial report.

FY 13 BUDGET            The Board reviewed last year’s Public Budget presentation and approved the content for the FY13 Budget presentation.

SUPER’S REPORT  The Superintendent informed the Board of the following issues:

  • Reviewed current Text Books/Discussed Technology
  • Discussed Bond Schedule and future projects by reviewing the CIP
  • The Board was given a Brown School presentation on their Writing Enrichment Week.
COMMENTS                None

NEW BUSINESS            None
                        
NON PUBLIC              On a motion by Kenneth Proulx, seconded by Nathan Morin, the Board voted to go into nonpublic session at 7:38 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Karin Dorval, seconded by Nathan Morin, the Board voted to come out of nonpublic session at 9:37 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Karin Dorval, seconded by Louise Valliere, the Board voted to accept the following staffing changes:

                        Autumn Hamilton – District IT Director
                        Elizabeth Deen – Principal – Hillside School

                        MATERNITY LEAVE:

                        Emily Frizzell – Kindergarten Teacher – Brown School

                        All nominations are contingent on the applicant passing a criminal record check.
                                                                        
ADJOURN         On a motion by Karin Dorval, seconded by Kenneth Proulx, the Board voted to adjourn it’s meeting at 9:40 p.m. The motion passed unanimously.
